Clear Skies License

Clear Skies License is an imperial siivakian permission system to regulate and work with the trained people who are able to deploy drones freely within air spaces for research. This also applies to aquatic and space surveillance, despite the title's implication. Often obtaining the license means the users has undergone training and seems mentally and physically fit to understand the measures with remote drone piloting. Often the requirements involve imperial citizenship (born and educated on regions like Cauven qualifies), and higher class licenses tend to be more conservatively given to k'siiva scholar or armed scout types with duties owed to government intelligence. In these cases getting flight permissions with vessels like the ISSV Interloper (or superior) will grant some form of Clear Skies permit in association.
To protect the most against forgery or fabrication, the license is among many serious legal and security concerns the imperials have and tend to distribute or license people with a very short video of them being 'granted' the access by an in-person official. This video is then stored within their ID records, and the assigner must state the expiration status in the recording if there is one.

Classes

• Kasar Class - Permission to fly within the Kasar universe, with strict recommendations for 'insured' areas. This access rarely expires unless the person is under other legal issues or instability.
  
  
• Permissions Class - Most common among civilians with a cause, or new recon types. It permits them Clear Skies legal access within an assigned area. This can be as small as the interior of a facility, or as far reaching as a list of specific planetary areas or solar systems. As such the depths or advantages of this class of permission is up to the context and granted access, sometimes even with a following expiration date.
  
  
• Omniclass Access - Permission is everywhere, and anywhere with caution. Almost requires strong ties and roles of duty to the government. Some individuals are required to have inspections on their well being or loyalty, with potential to have access revoked on suspicious analysis.

May be troubled further outside of direct siivakian conditions. While its hypothetically possible to have a larger license clearance to go putting interloper drones around Plokahn, being caught under Union penalty may not be as swiftly saved by imperial helpers. For civilian class users, its heavily guided to stay close in closer tied imperial regions or colonies. Most are armed scouts or soldiers of a sort, able to often push back against rival legal disputes. Civilian model Kasar class also regulates against any home invasive spying without a permit.
Likewise the Kasar class isn't liable to any protection outside the designated universe, which includes exclusion from outer universe k'siiva outposts like isolated spots of Kyberus or Edonia. A permissions class may exclude even more and/or expire, leaving the Omniclass of Clear Skies to be the greater exception but still easily degraded in foreign areas. Likewise the user bears all responsibity of their technology, with no protection against destruction regardless of their license being in the right. Rather than violating the Clear Skies pass, it must be validated as property or governmental tools.
