The Ceaseless Syndicate

The Ceaseless Syndicate is one of the foremost forces of organized crime within Andrim; they are especially notorious for their abilities to infiltrate, steal, assassinate or more advanced jobs requiring diplomacy and finesse. They are a multifaceted organization with various departments and ranks and according some scholars, there are various "schools" that train initiates of the Syndicate throughout Andrim, though the true inner workings of the organization are known only to its members, including Thieves Cant; a coded langue they are largely credited with creating. 
It is said a branch of the Syndicate called The Masked council are the true leaders of this faction; wearing mask during all public appearances to conceal their true identities within Andrimian governments or otherwise, though there has been no confirmation such a council does in fact exist.
