Ladder to Nowhere

The Ladder to Nowhere is a distinctly Jovirencei invention. They built a very tall tower, because they could. It's also made of metal, because why not make a giant lightning rod in one of the most storm-ridden countries in the world? In the history of its existence, I don't believe anyone has successfully climbed all the way to the top unaided.
There is a building portion below, but the majority of the building consists of a series of ladders that go straight up into the sky.
