Ah, Overkha. City of music and legends. City of beauty and such sound as you can barely comprehend. City of people who don't know when to just shut up and listen.

Overkha is found in Chemnos, and is the most famous city in the world, at least where music is concerned. Even the buildings are designed to produce music, and are rife with wind chimes and air pipes and water drums and other such things meant to create pleasant sounds out of the very elements.
To those unfamiliar, it is perhaps best to purchase a pair of ear protection before entering, because the sound has been known to drive some people mad.
They have a number of musical academies, all delineated by very specific instruments and schools of thought. If the instrument exists, if the style of composition is registered, then there is some kind of school for it. Parents will aggressively pursue particular teachers for children still in the womb, and for one's child to turn out tone deaf is considered the highest of embarrassments.
There are holidays during which people are only allowed to sing. Microphones are provided at every street corner to amplify the daring. The idea is that choral productions will break out at every corner. Usually it's just utter madness, but the Overkhans seems to enjoy it well enough.
They have their own script, based on the same used by the rest of the country, but with additional musical notation to put notes into each word.
They can be unbearably smug when it comes to musical matters, but honestly most of the best modern pieces come from places less assured of their own greatness. They do good covers, and can provide an excellent starting place for a few of the greats, but mostly they are a stopping place on someone's career, and anyone who says they've lived in Overkha past a certain point can be guaranteed to be not someone whose name is worth knowing.
