Throughout history there have been powerful items that have been weilded in good and evil, these items generating great stories, or sitting forgotten in ancient dungeons. For an item to gain classification as an Artefact of History, it has to be a.) used in a noteable event in history, or by a noteable historical figure b.) be venorated as a holy artefact/relic or c.) be used known to exist on the many planes of existance - even if its never been seen - its existance known through folktales and stories
Many items grew in power with their original owner, going from mundane everyday magic items and being reforged and reborn as powerful artefacts that hold a vestiage of thier original wielder. Whislt some items were given by the Gods or powerful Arch-fey or Demi-Gods to mortals to use. The other way an item gains enough power to be classified as an artefact is if it sat in the horde of a powerful Dragon long enough that the Dragons own magic influcenced the item itself - these are also known as Draconic Artefacts.

Artefacts of History vary in levels of rarity, but they are all classed as artefacts, extremely rare and powerful items, with only one existing in the world - there are circumstances of artefacts having a duplicate or clone.
