Privateer for the Unified Rularian Council

Qualifications
There are very few required qualifications to be a Privateer, beyond owning your own ship, and having a crew to run it. Most new Privateers come forward to a Rularian naval official, with a deed for their ship, for proof of legal ownership, and they were given a trial period to work as a Privateer, often under the guidance of a longstanding Privateer, and if the trial went well the prospective would be given a council deed.
Payment & Reimbursement
Privateer's are paid from their takings, being essentially pirates, they just have the legal backing to board non-Rularian ships. The only stipulation is that 40% of the haul has to go to the Rularian council, the remaining 60% is free for the Privateers to distribute to thier crew, pay for repairs and restocking, so on.
When the Privateer's opperate for the Rularian council, as to bolster their naval forces, they get paid by the council for their work. The get paid an extra amount to compensates for any repair's needed. In the beginning Privateer's would purposfully not repair their ships if they knew a Rularian council job was coming up, to combat this, Privateer ships were inspected by council officials, and would only pay for damages sustained after the inspection.
Perception
History
Privateers came into existance after the Rularian Council worked to outlaw piracy in all Rularian waters, and whilst countries like Polantia and Erandule had a larger navy, it wasn't large enough to protect all of the Rularian waters. As such, the council turned to the very pirate's they were trying to remove from Rularian waters. The council sent emmissaries to the Carahill Archipelago, a known safe haven for piracy in Rularian waters, a gave them an ultimatium, sign the treaty and work as Privateers or die to the sword.
To begin with, most chosen not to sign, viewing the treaty as a joke, that they could do nothing to the pirate lords and the council would eventually leave them be. That was until the combined navy of Polantia, Erandule and Ixmoria created a blockade around the Archipelago, sinking any ships that came tried to leave or enter Carahill. After a year long blockade, sinking many famous pirate ships, a few escaped, leaving Rularian waters for good, the remaining captains and pirate lords had no choice but to sign the treaty.
