The Federation of Steeria, hailing from a continent far from Pandora, is one of the world powers on the world of Arkas. It has been engaged in a centuries-long war with the Immortal Sun Empire and the Kingdom of Regalia, with the three powers competing for dominance in the Outlands. The majority of their armies and resources are dedicated to the war front, so only a tiny fraction is present on Pandora. They came to Pandora in search of new goods and exotic resources, and to thwart the Empire's foothold on the island. They are amazed by the exotic dinosaurs and creatures of Pandora, seeing it as a land of wonder and adventure.
The People
Their culture and attire reflect a Wild West aesthetic, except with flintlock pistols and rifles. Most civilians are proficient with firearms, embodying a hardy people who believe that anyone can achieve their dreams with dedication. Many Steerians have immigrated to Pandora to escape the war in their homeland, seeking a fresh start on its fantastical shores.
Steerian Trading Company
The Federation has engaged the Steerian Trading Company to serve as diplomats on Pandora, tasked with establishing trade routes and negotiating peace treaties while simultaneously undermining the efforts of the Immortal Sun Empire. The Steerian Trading Company, composed of soldiers who treat merchant life almost religiously, is driven by the singular goal of maximizing profits for the company. Only the most skilled salesmen and women ascend the corporate ladder. Their uniforms make it easy to identify themselves for potential customers.

Gold Wing Express
A Courier organization tasked with setting up mail courier stations all accross Pandora. They deliver packages of all sorts from letters, items, and people to even the most dangerous locations. This requires its members to be skilled in combat and they are renown for their amazing swordsmanship and quick draw reflexes with a pistol. Their uniforms, bright yellow and adorned with long yellow-feathered hats, signal to the citizens of Pandora that they are a neutral party, merely passing through to deliver mail.
