Harbor Chain Wall

Mad Governor
The harbor of Swampshoal Point is the best-defended city harbor in the Basquay Sea. Despite having a mouth a mile and a half (1.6 km) wide, no invading ships have ever been able to enter since the early days before Governor Beornward Whitecliff.   During his governorship, he repelled a violent raid by the fleet of the Dread Pirate, Kar Nodge. It was a fierce and costly battle that required rebuilding nearly the entire harbor.   A third of the ships were sunk by the pirates which destroyed the entirety of one trading company's merchant fleet. The expense and time to carry out the rebuilding that meant little to no trade passing through Swampshoal Point nearly emptied the Governor's coffers.   Enraged at this, Whitecliff swore it would never happen no matter what he had to do to achieve this. His second younger brother, Pilheard, became a wizard as family tradition dictated and proved exceptional at it. Pilheard also had a love for drafting and civil design.   After much thought and long study in his sanctum, he brought an idea to Beornward.
Pillheard: What if we build a wall to keep enemies out?   Beornward: Its a harbor, we need ships coming in, Pil!   The younger brother chuckled.   Pilheard: Of course, Beorn. I suggest a chain wall that you can raise and lower at need.   The Governor blinked and stared at his brother while his mouth struggled for words.
Beornward: That... that would be a very long wall... impossible.   Pil raised a brow at the Governor and winked.   Pilheard: I am a wizard, Beorn. Impossible is what I do.
 
Pil's Design
Pil's built the Swampshoal Harbor Chain Wall using stole chain, steel links all forged with magic giving it a patch of red coloring and at a cost that left the Governor's Treasurers weeping for weeks. He then called in a favor owed him by some Hylunvian elves to create impervious basalt pillars to anchor the chains, now woven into great net walls. Pilheard then cast perpetual animation magic on each pillar so they could rise up, lifting and holding the chain wall from where it would lie hidden beneath the sand of the sea floor, when the Governor spoke the command to a basalt figurine of himself in his stately regalia.
