The Gray Rider

In a city where untimely death is so common, it's no surprise that an urban legend related to it exists.

Summary

According to legend, every few years the Gray Rider will appear and cut a bloody swathe through the criminal underground before disappearing again. It's said to be a different person every time, face always hidden under a motorcycle helmet with an unmoveable visor, plus some versions have the Rider being able to take off the helmet and reveal no head like a modern-day headless horseman. It's also said that the Rider is formed of nothing more than mist and blood splatter; attacking them will do nothing. They cannot be stopped until they achieve their vengeance, at which point they will scatter into nothing again, waiting for the next lost soul to take up the mantle.
