The weak villages and towns of the area, after suffering from costal raiders, localized famine, and rejecting poor governance (warlords? slavers?) spend many months negotiating the unification of the area to fend off these unwanted entities.   This unification leads to the barren area in between various areas to become the neutral ground for a civic center to be built.
