dwarf-crafted bell

Initial Description

The bell is made of steel and bears three wide bands of copper, but the years have layered it with a coat of grime and dirt. Based on its size, it probably weighs several tons.

On closer inspection

The bell seems to have fallen when the arch fell, and it looks like it hit with enough force to break the floor beneath it. The copper bands are carved, but it's not immediately clear what the carvings are.
After taking a few minutes to clear the dirt that's settled in the carvings, it becomes clear they're sigils in Dwarvish script. Those who can read Dwarvish understand that the exposed side reads:

..rke..
..mpede the flo...
...arth, the glory of the ...

Detect Magic sees the bell as having a strong aura that has Conjuration and Evocation mixed.
Identify returns Find Steed and Thunderclap spells, but there are some other elements that can't be placed in this custom work.

The clapper is quite heavy and swings freely within the confines of the bell, but seems to move more slowly than even its signifcant weight would account for.
