Identify and Identifying Items

The Concern

The Identify (DnD Beyond) spell doesn't always return the full reality of the mechanics behind an item in the game world.
Details
RAW: From the Basic Rules: "Handling a magic item is enough to give a character a sense that something is extraordinary about the item. The identify spell is the fastest way to reveal an item’s properties. Alternatively, a character can focus on one magic item during a short rest, while being in physical contact with the item. At the end of the rest, the character learns the item’s properties, as well as how to use them. Potions are an exception; a little taste is enough to tell the taster what the potion does." From the Identify spell text: "You choose one object that you must touch throughout the casting of the spell. If it is a magic item or some other magic-imbued object, you learn its properties and how to use them, whether it requires attunement to use, and how many charges it has, if any. You learn whether any spells are affecting the item and what they are. If the item was created by a spell, you learn which spell created it.   If you instead touch a creature throughout the casting, you learn what spells, if any, are currently affecting it."
Ruling
Counter to RAW, focusing on an item during a short rest may not reveal all its abilities (though it will sometimes enable you to use them, it’s not a reliable 100% reveal). Similarly, potions may or may not be discernible by a sample of their contents.
Full description of a magic item’s abilities requires the use of the Identify spell or similar divination magic (Legend Lore, Analyze Dwoemer, etc.), though these aren’t bulletproof either.
In essence, you can consider how to identify a magic item's properties as likely to follow these guidelines:
  • Some items have obvious functions or identify themselves in some way.
  • Some items can be "figured out" by playing around with them.
  • Identify can fully describe all the details of many items but is not bulletproof.
  • There are, in theory, more powerful spells that are even better than Identify, but are similarly not bulletproof.
  • Identify is almost always better than nothing, even when it doesn't deliver full details.
  • Cursed items are rare enough that even if they can slide past an Identify it's not likely to come up much.
   

The Concern

The Identify (DnD Beyond) doesn't specify whether it detects any effect other than a spell on a target. Would it be able to Identify lycanthropy?

Ruling
Counter to RAW, some non-spell effects can be detected and potentially described by Identify. Lycanthropy is officially among these, and there may be others at GM discretion.
