Forced Loan

The Forced Loan comes into use only during the Twilight Period, when cities and towns have grown large enough to support a meaningful mercantile class with significant money. It is available only to the largest landholders, tenants- in-chief, and royalty (King Arthur never does this, but Mordred does.). The noble goes to the town or city council and demands promisesto repay in a year or more (Historically, nobles generally defaulted on these loans.).
