The Regulation of Space

  The first chapter of the pact (after the preamble) discusses the regulation of travel through space and how much space a government is allowed to claim as its territory. According to the chapter, a government may "claim and regulate any space within a 1 ly radius of a home star whose system is clearly inhabited and undisputed by another nation". There are also provisions which allow governments to "idley remain for scientific or security purposes" in any undisputed space although they may not actively enforce their laws unless directly threatened or if said law falls under the Intersystem Legal Code.

Trade and Tariffs

  The Second chapter covers the expected rates of tariffs and how systems are allowed to regulate trade. Under the agreement, tariffs would be adjusted and balanced by percentages of GDP and the rates of expected import. Rates between nations cannot differ for the same imports and the pact also includes a provision detailing restricted imports; imports can only be regulated if its consumption or possession is regulated within country. Embargos cannot be placed upon systems who have signed the pact except under specific circumstances such as when at war.
 
 

Immigration, Visitation, and Transportation

  The third, and last, chapter including mandatory provisions covers immigration. Immigration is regulated according to an intersystem standard for work and tourist visas. Requirements for citizenship are still decided by system without intersystem restriction. The chapter also provides protections to those travelling through a system's space, to include a right to use warpway junctions. These protections do not prevent stops or searches. They also do not extend to those with warrants within the system of which they are travelling.
