Humans are found in Most regions in Pilth Sar, but their appearance, culture, and beliefs vary by region.
Humans
Of Elves and humans, humans are considered the diplomats. They get along reasonably well with dwarves, cat people and shape changers, though in the past they have treated some of the other races with suspicion and fear. Humans and elves have in the past fought bitter and long wars, with neither getting the upper hand for long. Humans learned early how to negotiate and come up with peace treaties. When it became clear that there was more to be gained from cooperation, than war, it was in their best interests to keep the peace. Humans have never waged war on another race besides the elves, though most dwarves, shape changers, and cat people were second-class citizens in early human cities. The greatest and oldest human city is Gilth on the shores of Lake Ishael with a population of nearly three hundred thousand people; it is the Pilth Sarian Rome.
Comment: Two thousand people is BARELY a large town. There were ghost towns in the old west of nearly seven thousand people (before they became ghost towns, that is). In fact, London hit one million people in the latter part of the 12th century. Rome itself, by about 600AD, had nearly three quarters of a million people living in and around it. Also, remember that you need at least twice that number of acres of farmland to support the populace. =)

The Baerdar
The Baerdar are traders and nomads, often bringing the goods of the east to the west and visa versa. Their genealogy is matriarchal, though their society is highly patriarchal. They have a complex kinship culture. Married women usually veil themselves, though many of the poor and working class women do not for practical reasons. (Hard to work in the fields with a veil on!)

The Nordic tribes of the north are patriarchal and live in small villages, the men often going out to sea to hunt whale. These are the people who sometimes encounter the whale and seal shape changers and even breed with them occasionally. They often set their old and sick out in small boats to meet their end in the ocean where they believe life began. There are no elves in the Lands of Ice.
So there are conceivably reasons to expect some form of "Lycanthrope Half Breed", then? I'll have to read your document on Skin Changers to figure out how you're handling them in game.
Skin Changers are treated very very differently in the lands of Ice. The re they are revered and usually become shamans, healers and storytellers. There are some extremely fat humans (whale blubber) who will have all their hunting done for them as long as they stay at home and teach peoples children about the sea, religion and history.
Wild Men
The various barbaric humans consist of the BLANK of the Great Forest, who live much like the American Indians did before they were kicked out of the best forest and hunting lands. They are less like warring nomadic tribes of the west and more like the peaceful semi agricultural tribes of the east coast. They are Matriarchal and in fact men aren’t even allowed to own property. All shamans, however, are male and all religious activity is performed by the men, as well as most of the warring and hunting.
The women should be the primary hunters, as it will give more credence to their ability to be the rulers. The men should, if they're the Shamans and religious leaders, have a good reason to NOT be the leaders, other than culture. If their Gods decree that the women do certain things, then that's cool, but you'll want to get a good reason going for why they aren't in charge.

All shamans, however, are male. All a woman has to do to divorce her husband is place his moccasins outside her door. Because they are partially agricultural, they are not nomadic like the Wild Elves. Once a plot of land becomes “barren” after many years of farming the same crop in the same land, the whole village will move. They do not “own” the land, but it would be rude to enter another villages garden and steal their food. It may be more like borrowing the land for a time. After a relatively short time going wild, over farmed land should be arable again. Women lead the tribe because lineage can only be certain through them, it is the women who decide when to leave an area and where to move to and settle down. Men are considered too flighty and too changeable to be suitable for making decisions that affect the long-term position of the tribe. Men hunt big game by “becoming” the animal they wish to kill. The majority of the food for a tribe is gathered or farmed, but meat provides a valuable food supply in the winter. Women do not go to war, because they are considered too valuable. They provide food and the next generation. Men, who are not suited for men’s work and choose to stay home and do women’s work, also wear women’s clothing. That is not to assume that they are homosexual… Likewise, women who wish to hunt and fight, don men’s clothing to do so. No woman is allowed to be a shaman, just as no man may say when, where, or how the village is to live. Women elders form the deciding body of a village and elderly men are the storytellers and teachers. The elderly women of a village consider and decide the course of things while pounding corn, weaving rugs and nursing infants. The men baby-sit the older children in the evenings, and smoke a plant, which is a mild narcotic (Hmmm, like nicotine). Women are also forbidden to handle the dead. It is thought to be bad luck for the maker of life to touch the dead. Often a child born to a woman after she has touched a dead man is thought to be cursed and shunned or even killed by the other women of the village. Shamanism magic is the same as White Magic.
