The History of Parahumans

Planet Noj perfectly mirrors Earth, with the exception of what follows.   Thirty eight years ago, the world was changed forever by the emergence of the first parahuman. A long haired man with glowing gold skin appeared in Brockton Bay and hovered - silent and motionless- for three days.   he first of his kind, the media dubbed him "Adam", after the first man from the bible. Police and reporters tried to talk to him, but it was as if he didn't even notice they were there. Adam just floated there, silently, with a profoundly sad expression on his face.   On the third day, after a homeless man had been talking to him for twenty minutes; he looked right at the man and said one word before flying away. That word was "Warlock". Adam Warlock would be seen again in the years to come, but that is the only record of him ever speaking.   Since that time, thousands more parahumans have come into the world.   The potential to become a parahuman is identified by the presence of the "corona polentia", an organ in the brain that is composed of unidentified matter. When a person with a corona polentia experiences extraordinary danger or trauma, there is a chance that they will "trigger" and develop superpowers. It is estimated that three percent of the population have the potential to become parahumans, but most never "trigger".   Within three years of Scions appearance, there were approximately 100 known parahumans. During the same week that this threshold was crossed, China passed a law requiring all parahumans to register with the government for mandatory military service. This prompted an arms race of sorts, with India, Italy, and Venezeula passing similar laws. To date, there is no record of any parahuman ever being seen again after registering with the Chinese government.   Different countries responded to the emergence of parahumans in various ways. Germany, who was still prohibited from hosting a military by WWII sanctions, simply interred the parahumans that could be controlled into prison camps.   This changed in 1992, the year of the first Endbringer attack.   On May 20th, 1992 - the same day that parahumans surpassed 1% of the human population - a thirty five foot tall monster attacked the city of Oslow, Germany. There was a military base there, but tanks and bombs didn't even slow the monster down. The German government released all of the interred parahumans in an attempt to defeat it, but they as well as the city were eradicated.   After that, it was almost universally agreed parahumans were desperately needed to protect the world from these Endbringers. The United Nations declared that parahumans were a vital global resource and prohibited their arrest or internment without criminal charges.   Society has adjusted to the presence of superpowered individuals with the help of the Parahuman Response Team, or PRT. The PRT are a global organization who serve the dual functions of keeping capes in line and persuading society to continue to tolerate the presence of parahumans.
