Draconic Unification Treaty
The Draconic Unification Treaty absorbed the Vald empire into the greater Vanorax Empire, unifying the two largest populations of chromatic dragons under a single banner. Notably, this decision also gave the Vanorax and the Karkovians a common land border, which has seen significant fortification on both sides in recent years as the Vanorax have taken a more aggressive stance in the world.
The treaty also represented a large infusion of non-draconic peoples into the Vanorax Empire. Vald has significant populations of humans, elves, dwarves, and various planetouched and pactborn peoples that are fairly sparse throughout other Vanorax territory. The Wyrm Empress has been quick to exploit this new resource, swelling the ranks of Vanorax's intelligence services with non-draconic faces and creating "independent merchant vessels" that are welcome in ports unfriendly to the Vanorax.
The treaty also included numerous metallic dragons and dragonborn in Vanorax's holdings. This was less of a boon for the dragon empire and more of a sudden insurgency. The metallic dragons have no love for the Wyrm Empress and there's been a steady increase in acts of sabotage and other forms of rebellion from the metallics that have suddenly found their lairs in enemy territory.
Finally, the treaty represents one of a very small number of times the Vanorax have added territory to their empire without bloodshed. The Wyrm Empress prefers to conquer by force, both for the sake of cruelty and so she can get more favorable terms from the vanquished, but the addition of Vald to the empire without using force has given her access to a lot of resources that she can draw upon without having to rebuild them first.
It is speculated that the acquisition of Vald is a precursor to a full-fledged invasion of Karkovia. In truth, the Wyrm Empress does not have specific designs on Karkovian mainland holdings at present, though she is perfectly willing to fight them in the Shengalvan Archipelago.
