The Wyrm Empress is not merely a temporal ruler and a powerful supernatural being, she is also the supernatural patron of many of her followers, granting them significant magical potential in addition to demanding their unswerving loyalty, and at the heart of these efforts, lies Zevoria.
Zevoria is something between a high priestess and a spymaster. She dispenses the Wyrm Empress's tyrannical decrees and also searches constantly and ruthlessly for signs of disloyalty. She and her people sometimes come into conflict with the Wyrmtalons, who have a more pragmatic outlook and tend to favor results over dogma.
Physically, Zevoria is a tall, muscular dragonborn with a distinctly serpentine look to her features. She has a massive cobra-like hood, and her scales are the smoother, finer scales of a snake rather than the heavier scales of a dragon. She looks at the world through slitted yellow eyes.
Zevoria's elevation of the Wyrm Empress to a religious figure has definitely had some repercussions for the empire. In particular, the priesthood wields significant temporal power in addition to their supernatural abilities, and often try to claim other sites of serpentine or draconic interest for their own purposes. It was Zevoria that learned of the existence of the Father of All Serpents and has been searching for the vault that contains him at the behest of her mistress. If she finds him and succeeds in freeing him, the union between him and the Wyrm Empress would be a terrifying thing indeed.
