Azelf is the Pokemon of Willpower, and one of the three Lake Guardians that embody the spirit of consciousness.
It is rumored to reside in Lake Klarhet in Illusio with the other guardians, but there's been no evidence or sightings of their existence in the past several hundred years.
It is said to be the embodiment of determination, and when it flew, so did the desire for conscious thought to do things, the birth of willpower itself.
Legends tell of this Pokémon manipulating the will of its adversaries and turning them into puppets of its own. Those who fear the creators of consciousness call it "The Dreaded Pokemon of Willpower."
