Executive Committee

The Executive Committee, colloquially shortened to ExCom, is a council seated by 18 megacorporations who collectively have "executive" power in Port Zen. The council was concieved as a collaborative effort to protect the interests of its members, and to more efficiently quell competition in the city.
Meanwhile, the council itself is parent to multiple organizations and other ventures, designed to both protect the public image, and further the collective interests of the council members.
ExCom has since its conception been famous for overwhelming corruption and inefficiency, mainly wrought by its own member corporations' constant power struggle to wrestle control from one another, in addition to external forces' efforts to induce instability into the system.

Departments

The Executive Committee has a number of daughter organizations and divisions, collectively forming the closest thing Port Zen has to public institutions. In reality, these ventures mainly operate for the benefit of the 18 member corporations, but in effect do offer some semblance of concern for the public interest (or interest of the Committee's public image). ECCO

The ExCom Crime Counter-Operative Division makes up the corporate-controlled police forces, civil special forces, and peacekeeping militia in Zen.

ENZO

The ExCom Department for Net and Zenith Operations is the Executive Committee's division for patrol, overwatch, maintenance, and operation of the Net and Zenith, as well as enforcement of violations that occur within these domains.

EERI

The ExCom Department for Emergency Response and Intervention is the Executive Committee's division for emergencies and distaster control. This includes fire services, healthcare emergency services, poison- and disease control, evacuation protocol, and disaster task forces.

ECLO

The ExCom Court of Law and Order is the judicial branch of the Executive Committee. ECLO oversees prosecution, and offers some semblance of opportunity for companies or citizens to take civil action, even though this is limited in most cases.

ETIS

The ExCom Transportation, Infrastructure and Service Division is the main city-planning, construction, and infrastructure division, being responsible for the physical maintenance of the city and its services. This mainly includes the personal assets of the Committee and its member organizations, and stretches to some other parts of the city vital for its continued existence.

EMOC

The ExCom Military Operation Corps compose the military branch of the Executive Committee. Whereas ECCO stands principally responsible for domestic order and peacekeeping, EMOC oversees and commands the standing army, deployed for city defense, foreign affairs, and crisis response.
