Carceri

Carceri is one of the Outer Planes, but it does not follow the usual rules. The Raven Queen sends the worst criminals and theives to this plane upon their deaths, and Gods will sometimes exile mortals there if their crimes are deemed sufficiently offensive. NO FORM OF MAGICAL TRANSPORTATION CAN BE USED TO LEAVE THIS PLANE. There are very few portals leading out of the plane, and even those are extremely well guarded.
