Reginard is the mayor of the agricultural town of Greenbell. He has held the position for the past 25 years and is generally well liked by the people. While friendly he tries to get to the heart of matters, preferring to get things done quickly even if it ends up bruising some egos in the process.
While he's reasonably patient, his patience wears thin if he feels someone is trying to pull one over on him.
