When the Material Plane was formed at the atmosphere condensed into clouds Guihla decended from them and declared himself as it's guardian. No one objected and he stayed in flight fulfilling his duty.
When the Aarakocra city was formed he promised their safety as long as they remained in the skies, when the dragons fell he attempted to defend the cities but was overpowered by the dragons and the city fell, out of shame he went into hiding and was scarecely worshipped up until his death, the first god to die.
