Moondarker

A moondarker is someone who lures ships aground using false beacons, kills the crew, and then steals their cargo.

Unlike typical bandits, moondarkers have generally positive relations with villagers because once they are finished looting ships they leave the wreck behind, which can be scavenged for things such as rope, rations, and wood, which are all things that benefit poor villagers. This makes it much more difficult to disrupt their activities because the common folk are less likely to help efforts to stop them.
