Bond of Flourishing

This spell requires 2 Casters. Each must be within 10 feet of one another for the spell to be cast and each must expend a Level 3 Spell Slot, one as their Action for the turn, the primary caster, and the other as a Reaction.
All creatures within 60 feet of the primary caster (the one who used their action to cast it) are effected.
Allied Creatures within range gain health equal to their 1 of their Hit Die + your Spellcasting Modifier. Additionally, a number of allied creatures within range equal to your Spellcasting Modifier restore one of their spell slots of a level less than or equal to level 3, or restore one of their 1/per long or short rest abilities. Once a creature has received a spell or ability slot back from this spell, they cannot be effected by this part of the spell again for 24 hours.
