This spell can only be cast if it is in the spell list of both a member of the House Dimir and a member of the Izzet League.
Each must be within 10 feet of one another throughout the duration of the spell and each must expend a Level 2 (?) Spell Slot, One as their Action for the turn or as their Reaction and the other as a Reaction. Both creatures must maintain Concentration for the spell to be active.
All creatures within 80 feet of the primary caster (the one who used their action to cast it or who was the first to use their reaction) are effected.
Allied Creatures within range may use their Reaction to cast the last spell they casted without expending a spell slot. Creatures affected in this way also regain the use of a spell component of their choice that they lost during the last 24 hours.
