Steam Maze
It is a monumental feat to provide electricity, indoor plumbing, and other civilized comforts to the entire citizenry of Ravnica. As such it is an undertaking The Izzet League is up to. Just below the street surface is the vast network known as The Steam Maze, named for it's confusing haphazard layout.
The Steam Maze is a massive network of steam tunnels below the city, laden with pipeworks designed to conduct crucial materials and crackling energies where they're needed. Wild Izzet magic powers much of the machinery, and the rules are simply different down here than they are up on street level. It is easy to get lost and even easier to get into trouble.
