Empty Cup Row

A section of District 2 has been abandoned due to encroaching Golgari undercity growth.  The putrid smells emitting from the layers of the city below the surface eventually led to the abandonment of the surface population.  The Azorius Senate has repurposed the section allowing Izzet to perform experimentation in the abandoned buildings as well as allowing Boros to train learning battle mages free of fear from accidents.  Some Golgari who are unaffected by the smells and fear of potential danger from Boros and Izzet have settled into some buildings as squatters.
