Geographical Distribution
Anywhere the Clockwork is stationed out of you can find signs of the cypher being utilized to manage the logistics of the organization. Most Clockwork distribute "false" Flaw of Law copies to ensure law enforcement or rival organizations do not break the code. Clockwork operatives are trained on how to identify a copy that is legitimate, but that is a closely guarded secret that not even magic can compel the creature to divulge except to another proven Clockwork member.
The Flaw of Law is also utilized for other purposes which is most commonly used as a tool for teaching on the pros and cons of a structured society. The Flaw of Law, in other groups, is interpreted as a dogma for extreme anarchist whom see any type of organized society as oppressive.
Syntax
The Flaw of Law is used as a cypher by the Clockwork to hide their correspondence in plain sight. The most common structure is the first paragraph annotates the chapter to be used for deciphering the correspondence, the second chapter states the order of words to be used or letters for more complicated messages, and after that is the message.
