Qualifications
Citizenship of the Republic of Shanai, currently living on the Shanin Islands, and education in fields relevant to up-keeping the nation such as culture, politics, economics, and trade
Appointment
Members of the Shanin Council are appointed by Fire God Vega directly, or voted for by other members of the council. Majority vote wins, however, Vega can choose to appoint someone and overrule the members of the council if he sees fit.
Duties
Council members are at the head of their respective duties in maintaining the country and direct all efforts for it.

They are to work in tandem with the other members of the council and be impartial
Benefits
Council members have significant sway over Shanai's politics and are quite well paid, with all members of their family having access to the highest forms of education, fire mana training, and travel benefits. Council members themselves also have access to estates near Vega's temple.
Grounds for Removal/Dismissal
Council members found to be acting for their own benefit are dismissed quickly, with all benefits seized.
