Oktobeleth

Oktobeleth is the eighth province of the Sovereignty of Shadows. It is ruled by and from its capital city, Brainbrine, a sentient elder brain who leads its Mind Flayer population. The alliance between Oktoboleth and the other eight provinces is uneasy, but both sides know they cannot easily conquer the other.
