Emperor/Empress
An emperor or empress is a ruler without superior, typically sovereign over at least two nations (thus forming an empire) and answering to no more powerful authority. While emperors and kings hold similar roles and thus rarely both appear in a given nation's hierarchy, emperors are considered to be the one tier of authority above kings.
Traditionally, a male of this rank is an emperor and a female is an empress.
