The proprietor of Herb's, the preeminant magic item shop in the city of Radaghast. A bored-looking wizened "human" of gnomish proportions with Coke-bottle glasses and a green and brown robe.
Despite not paying protection to the Thieves' Guild, he is one of the only businesses to have been marked as a no-go for guild thieves.
No one has ever successfully stolen an item from his shop. No person who has tried to steal from his shop has ever been seen again.
