For all of the residents of Skullport - town memory, the Thirteen kept a form of order in the town and were seen as the first and final word on the Code.

This be safe haven to all trades and customers. Keep your weapons and your uncivil tongue sheathed lest you find the grinning skull of Death smiling in your face.

Skulkers did everything in their power to not incur the wrath of the Thirteen. This was a little tricky since the Thirteen at times acted on unknowable whims.
