Rumored to once bet the seat of the gods' mortal empire, the massive city spans hundreds of miles and houses millions. While most of its divine crafted infrastructure remains in disarray, The Foundry of Divinity, a massive factory, powered by Godting operates at a fraction of its speculated output. Despite its reduced capability, The Foundry produces millions of pounds worth of manufactured goods, unseen the continent over. This domination of production placed the city state as the region, if not the contientent's economic powerhouse. Their economic domination, combined with their Martial tradition saw a massive territorial expansion after the great calamities. Their steel-clad armies struck south, earning the fealty of the embattled human clans of the borderlands by driving off the raptor slavers, once endemic to the region. They used their coin, armies, and faith to unite human held land under one culutre.
However, the eruption of the First Blight Invasion forced the city to direct their armies northward to battle the exestental threat. Decades of fighting saw the city's warrior castes and eventually local population dwindle. This depopulation lead to a disintegration of many Enternan Politician's dreams of a united human north, as the fractured city states and kingdoms claimed independence.
While their hard power waned, The Eternal City's economic and religious soft power solidified. In exchange for a constant trade of manufactured goods and transportation the less human states exchanged money and manpower to sustain the Eternal City's elite and their protracted northern wars.
Those veterans of the Northern Wars, unable to return to such a corrupted land often turned to mercenary work. Regulated by the strict tenants of their religion, these mercenary armies replaced the financially weaker city-states and duchies knightly caste and professional armies.

He ensures tithes are being paid, and laws are followed. His position as 'head of state' is to ensure a unified approach to foreign policy. While multiple coup attempts have weakened the positions power for the years, it is still an important role.

While many of the City's elite use their own house soldiers or private contractors to enforce laws in their jurisdictions, major domestic problems and legal issues like a house war, strikes, or slave revolts are handled by the Eternal Host. The High Marshall, who reports to the District Council has a quarter of the Eternal Host on police duty, while the recover from the effects of Tinglund. These drafted soldiers are a brutal and efficient police.
