He always tried to favor the common people by either paying more than usual, "legally" transferring money to certain charitable organizations... Rulers

What makes up a good ruler? Is a corrupt mayor that let corporations use experimental vehicles that killed hundreds of people a good ruler? Is an alcoholic governor that miscalculated the budget and could not afford water for its citizens for a whole month? Of course not, they are the last people anyone could think of to take any decisions for themselves, not to talk about thousands of people. A reasonable ruler should have no property so that there is no risk of corruption. And of course he should be the embodiment of true knowledge. With the collaboration of such a person and the reasoning of an AI you could take human advancement to a whole new level.
