Cities of the Guardians

Rhunec has its city states but the bulk of the population is made up of neutral cities called Guardian Cities. The towns/small hamlets/villages have Gurdians that look over that area and protects the people. When selecting a new Elder, the people will take into consideration whom the Guardians seem to prefer. It is believed to be bad luck to pick an Elder that the Guardians obviously dislike.
Each Guardian City often has the following buiildings:

• Library
• Town Hall
• General Goods Store that is part of the Guild of Oro
