The Agashura Conclave is the formal name for the gnome council that governs Shimmerfell. It is composed of ten gnomes: three from each of the gnomish factions and one representing the city of Shimmerfell itself. The council meets regularly in the citadel to adjudicate disputes, enact new regulations, assign taxes, and broker deals between the various interested factions of Shimmerfell. While each representative to the council has a separate traditional title, members appointed to the council are encouraged to also make use of the council title.
Each faction appoints a trio to the conclave: a leader and two assistants. The leader of the Clockwrights may use the honorific Senetaga while the leader of the Spell Brights is addressed as Formalaga and the Fell Knight representative as Otlaraga.
The titular head of the group is the representative for Shimmerfell proper, known as the Shederaga. As faction members usually vote as a block, the Shederaga's actual influence is mostly ritual.
