Quoscient

The Quoscients are selected from among the people by the people of Solace Encarmine. Only those born on world are eligible to be elected into this position. This ranking position is one of a council of four. The four discuss among themselves and determine the best way forward for the planet. In the event of a perfect split of opinion between the four a challenge or trial by combat is decided upon and to the victor goes the decision. This happens quite often.
