Kitsuki Akira

The cousin of Kitsuki Zeshin, Kitsuki Akira is a softhearted and kind man who always extended comfort and trust to Zeshin, even when Zeshin was killing himself with drink. This man, while primarily in the background of the Dragon Clan, eventually was chosen for his soft spoken nature and his wisdom to be the first Ivory Chancellor, the man who ran the Second City with the Empress' voice.

He cultivated a city of tolerance and mixed culture within the Imperial City on the shores of the Ivory Kingdom, where both the peoples of the Nations could meet and confer without fear. He was known to be a wise and fair ruler, who did not favor his own people's grievances over those of foreigners.
