The Hierocracy began when the Vorin Church decided to conquer the world and run the government rather than just provide spiritual guidance. They claimed their conquering was for the good of the people. Some of the most powerful ardents claimed to have visions from the Almighty, which they used to solidify their rule and obfuscate their religion.
