Proclamation of the first Grand Archon

As a result of the present death and destruction the Congress of Magi and Council of Magi have been formed to protect mages and their interests throughout Runetalras. In order to restore the trust of the world in mages, to defend the smallfolk, and protect mages from their foulest capabilities the Council and Congress see it fit to out the use of darkest forms of magic, to hereafter be known as Forbidden Magic. Hemomancy, otherwise known as blood magic of any kind is henceforth outlawed, as are the following following spells from the school of necromancy; Animate dead, Speak with dead, Danse macabre, Create undead, Magic jar, Finger of death, and any spell which may raise or creature undead creatures.
Any mage, apostate, hedge mage, witch, or spellcaster found contravening the decree of the Congress and Council will be brought before their agent and judged should they surrender, or be declared a maleficarum and dealt with at the discretion of the highest ranking official.
