Time Lost Spellbook

Wondrous Item (spellbook), artifact (requires attunement by a wizard)

Logi's Spellbook is the only thing he has from his unknown parents. The book is filled with unhelpful notes and ramblings but served as a basis for him learning new spells at the University of Piltover. As his handle of magic grows, he manages to decypher more of the text and gain new abilities (though others trying to make any sense of the script within have found nothing of value).

Localized Time Manipulation (Level 1)

"Countless possibilities stretched before and behind him. He saw them all at once, a dizzying array that only he could decipher. With a single gesture, he could unfold entire timelines -- but none had yet shown him how to save his home." Lot of weird shit in this book. But nothing that would drive you too crazy.
Accelerated Recovery. You gain the ability to speed up the flow of time for a number of individuals up to your intelligence modifier (including yourself). You channel this ability for one minute, during which you are blinded and deafened. At the end of this channel, the targeted creatures gains the benefit of a short rest. Unfortunately, the body can be strained from experiencing this recovery too often. A creature that has already benefited from this feature without a long rest must succeed on a DC 10 Constitution saving throw or suffer from one level of exhaustion at the completion of the channel.
You can use this feature a number of times equal to your proficiency level per day. When you finish a long rest, you regain your expended uses.
Restorative Rewind. You gain the Mending cantrip. For you, the spell can repair an entire tiny (within 2.5' x 2.5') object, not just a single break or tear, in the duration provided the damage was within the last 24 hours.

Localized Time Manipulation (Level 2)

Hyper-localized Accelerated Recovery. Once per day, you can spend one minute channeling to provide one of the following benefits to yourself or a willing creature:

Gain the benefits of a long rest.

Regenerate a lost limb or severed body member. (Notes mention this not working on dead creatures?)

End one of the following effects that occured within the last 24 hours:

One effect that blinded, deafened, paralyzed, or petrified the target or similar effect

One minor curse

Any reduction to one of the target’s ability scores

One effect reducing the target’s hit point maximum

After gaining the benefit, the creature gains one level of exhaustion.

After spending time decyphering his parents' notes, Logi can add the following spells to his Spells Known:
