Seeking to create a "safe" place to hide and sell their goods, many pirates flocked to this growing settlement to create this port city on the Blue Flames Isles. Far from the reaches of other civilized nations, they made a home here and lived in coexistence with the Buhru people. With the expansion to the whole of the island, Bilgewater established itself as a prominent independent nation.
