Literacy levels vary widely across Ruslavia. Many peasants are unable to read, and Pendent Persons are likely to be suspicious of the writings of the Established elite. Most Goblins are suspicious of the written word altogether, preferring any written communication to take the form of pictographic diagrams. Nonetheless, great libraries have grown up among the wealthier classes of Ruslavia, most notably the crowning jewel of Ketterburg learning, the Lilliana Library, which was named after the late Tzarina.
