Horizon
Since its creation shortly after the end of the Dark war, Horizon is a city built on the idea that cooperation breeds success. It is this mentality that drove it reach out to the wider world faster than the other sky cities, and it is the reason that the city remains at the forefront of both cultural and technological development. Sometimes called The City of Guilds, Horizon is renowned for its craftsmen, its trades-people, bardic colleges and inventor's fairs.
Horizon is largely responsible for the for the design and manufacture of the most advanced Skyship technology found on Sacris. This has made Horziaon an extremely wealthy city and brought prestige and honor to its citizens . Beyond shipbuilding, Horizon's title as the City of Guilds harkens to its vast organizations of various crafters and trades-people. Armor crafters, weavers, playwrights and all manner of skilled inventors make their home in Horizon.

Government
The principal ruling body of the democracy is called the Council of the Horizon, or sometimes The People's Council. It consists of representatives from all districts of the city, all elected by their local populaces. The acting government, once elected, convenes and operates out of Parlimentary chambers . A single term in the council runs for five years. The council is responsible for appointing magistrates, arguing the law, along with interpreting and setting into practice the tenets of the Horizon's constitution, otherwise known as "The Longform Decree." In political debate, the position of a councilor holds weight over that of a magistrate or other local officials. Every year the Council of the Horizon appoints a single member as it's public spokesperson. This position is known as "Speaker of the Council."
Defences
Crime is exceptionally rare on Horizon and as such the Horizon constabulary is a small group who are generally tasked with roles that focus more on public organization.
Horizons primary defense other than the floating nature of the city itself are the Horizon Naval Corps. Whilst the number of standing navy personnel is comparatively small ot land based cities of equivalent size, the advantage in military technology is enough to make for a more than formidable defensive fore.
Industry & Trade
Benefiting greatly from the export of various Elerium and other magitech based items, the wants and demands of the affluent peoples of Horizon have driven a wide and diverse trade in all sorts of goods from all over Sacaris.
