"Mistake" - The DM
Ammunition for guns cannot be purchased anywhere. However, as long as some type of hard metal is found, units of ammunition can be crafted using Tinker's Tools for the costs listed. The cost includes the price of gunpowder (which is crafted from materials attainable at most major trading centers), as well as renting tools and a workspace.

Manufacturing process

Crafting ammunition must be done at a blacksmith's. It takes half a day to craft 2 units of ammunition.

Raw materials & Components

1 metal ingot (or a melted down equivalent) is used per construction of one unit of ammo. The conversion rates for melting down some metal items are as follows:
Chestplate or Leg Armor- 2 ingots
Helmet or Boots- 1 ingot
One-handed weapons- 1 ingot
Two-handed weapons- 2 ingots
Shield- 2 ingots
