The Operation of Businesses within Samarya

Most cities in Samarya follow the Taxes, laws, and privileges vary according to rank. The Oda Empire offers licenses for businesses based on their rank, which go as follows:
Rank 1 (Entity): Any person selling items for a profit is considered a Rank 1 business. No license is necessary, however, licenses can offer credibility to customers and partners.
Rank 2 (Small Business): A Rank 2 license is necessary to do business in the Odan Empire. Licenses are required to purchase land, set up shop in Odan trading outposts and markets, ship goods to Odan docks, etc.
Rank 3 (Franchise): Larger, more profitable businesses must register as Rank 3. Outside of the Oda Empire, Rank 3 is the highest ranking of most businesses. 
Rank 4 (Syndicate): An exclusive rank offered to businesses that have won the favor of Odan nobles. It requires explicit approval by a member of the Oda clan, but can provide a variety of exclusive benefits, including tax breaks, showings to Odan elites, and more.
