The Triad

The organization known simply as the Triad unites criminals of all professions from around the city, from cutpurses to loan sharks to assassins to con artists.

Structure

Each city neighborhood falls under the control of one or more kingpins, crime bosses who report to the head of the Triad. Scores of common criminals work beneath each kingpin, with the most skilled rising to favored status.
Some kingpins keep strictly to the shadows, while others operate more openly. Especially in the Outer City, citizens know their local kingpin, and may receive requests for help, such as taking care of a thieving neighbor.
Rivalries exist between kingpins, and their domain borders shift constantly. So as long as these disputes do not draw the attention of the authorities, no one interferes.
