Bedrock Society
In the early years of Sanctuary, it quickly became apparent that no guard, no court, no single entity could adequately cover for Sanctuary's needs. Not only this, but the divisions forming between the various parts of its society would only grow deeper with time. Without someone to fill the spaces between, to rally Sanctuary's best towards its common interest, it would only be a matter of time before the city collapsed in on itself.
The details of how the Bedrock Society was founded are lost to history, but its purpose is well-known. To be that presence in-between, to combine the talents and resources of Sanctuary as a whole, and to work towards the city's survival. Its organization was loose: somewhere between a volunteer organization and a militia, divided into three main "branches," based upon its members' talents.
The first: Red. The most military of the three, made up of those whose skills were best placed in the direct defense of sanctuary. Strong arms and keen eyes.
The second: Blue. The political wing of the Society, focused towards serving diplomatic and arbitration roles. The even-handed and the silver-tongued.
The third: Green. The Society's builders, whose chief priority is in the improvement of the city itself. Healers, craftsmen, and the business-savvy.
In recent centuries, however, the Society has steadily declined. The endless war with the goblinoids, the disaster at the Unders and the Week of Night that soon followed, and many other small blows have eroded its reputation. Revenue dried up, contacts and connections were severed, and eventually little remained. Many consider the modern Society to be a historical footnote - if they know it at all.
But the Society lives on. And there is time yet to revitalize it.
